Framework Reproductive healthcare (Kespro)

“The role of society in voicing sexual and reproductive healthcare rights (HKSR)”

Yogyakarta, 14-15 September 2019

Background:

Mitra Wacana is a social institution that acts to reinforce information and education for women and children. The working area of Mitra Wacana is in the city of Yogyakarta and Kulon Progo. At this time, Mitra Wacana works together with the Foundation for Change in Access for Health Initiatives (Yayasan Inisiatif Perubahan Akses Menuju Sehat, IPAS) of Indonesia to run a program in the region of the city of Yogyakarta in Enhancement of Programs for Integrated Reproductive Healthcare for Women (PEKERTi).

Direct beneficiaries of this program are women and girls. The aim of this program is to decrease mortality and maternal pain through providing comprehensive HKSR information, including about planned pregnancy and contraceptives, prevention and treatment for unplanned pregnancy (KTD), including about comprehensive post-miscarriage care (APK).

Related issues to sexual and reproductive health are still a big challenge for women and girls. General understanding of reproduction as the process of producing human life (offspring) makes reproduction only considered as a sexual problem or intimate relationship only. As a result, we as a community become uncomfortable to talk about it especially in adolescents. Lack of socialization and education related to reproductive healthcare in fact can trigger undesired outcomes such as KTD, Sexually Transmitted Infections (IMS), gender based violence and child marriage, that also can lead to high numbers of deaths of both mothers and newborns. The Central Bureau of Statistics reported in 2016, around 26,16% women that gave birth to their first child are under the age of 20 years old. In other words, more than a fourth of women of childbearing age in Indonesia give birth at less than 20 years old. Of course this becomes noted and work for all parties.

Reproductive health is the right for everyone without exception. Reproductive health has been included in UU No. 36 Year 2009, especially in the sixth part that says that reproductive health is a healthy and intact physical, mental, and social state not solely being free of disease or the related disability with systems, functions, and reproductive processes in men and women (article 71 paragraph 1). In the laws there are also rules about community rights and also government obligation in reproductive health services. Even though it has been 10 years, many government apparatus areas and societies do not yet know. As a result, there can be not yet optimal service in reproductive health rights, as well as not yet maximal participation in society or use of reproductive services by the community.

Reproductive healthcare is a right for everyone without exception. Fulfillment of reproductive rights is a form of protection for every individual to obtain other rights without discrimination. The notion that reproductive healthcare education can encourage someone to have premarital sex makes discusion and spread of information limited. On the other hand, easily accessible sources of healthcare information tend to not be accounted for. Therefore reproductive healthcare education must include all levels of society so that it is easily accessible and understood.

This framework of reproductive healthcare is a socialization activity to encourage good participation of this whole society, stakeholders as well as the general public to together express reproductive healthcare. Approaching culture is used a socialization strategy because it will be more attractive packaging, close to the community and lifting local potential of the local culture.

Seeing conditions discribed above, Mitra Wacana intends to build a synergy of stakeholders and communities from 3 sub-districts (Mergangsan, Jetis dan Tegalrejo) to together discuss and socialize HKSR within the activity “Gebyar Kespro – Peran Masyarakat Dalam Menyuarakan HKSR” (“The Framework of Reproductive Healthcare – The Role of the Community in Speaking Out”)

Aims:

  1. To deliver information about HKSR, service mechanisms, privisions and access of reproductive healthcare to the community.
  2. To increase participant knowledge about HKSR Comprehensive
